Changes

• Add repository policies and contributor resources, including the changelog, support guide, privacy notice, PR template, Dependabot configuration, Git attributes, and expanded ignore rules.
• Refresh the README with project badges, operational documentation, the supported command matrix, and a scheduled dynamic JavaScript-percentage badge.
• Bump the package version to 1.1.0 and require supported Node.js releases (>=22), with Node 24 used by .nvmrc, coverage CI, and the Docker image.
• Expand npm scripts with syntax validation, Docker builds, integration tests, dependency auditing, and a comprehensive npm run check command.
• Enforce global coverage thresholds and add focused tests for forwarding defaults/retries and weighted-routing edge cases.
• Publish detailed coverage summaries and PR comments from Jest's Istanbul output. PR code runs with read-only permissions; a trusted workflow_run job handles comments for both internal and forked PRs.
• Pin all GitHub Actions to immutable commit SHAs and split CI into Node 24 quality checks, Node 22 compatibility tests, integration tests, and main-branch Docker publishing.
• Align babel-jest with Jest 30, remove duplicate Jest configuration, and remove the obsolete abort-controller dependency in favor of Node's built-in implementation.
• Modernize the Compose integration path to docker compose, remove the deprecated Compose schema version, and guarantee container/network cleanup on success or failure.
• Fix tools/fetch-data.js for ESM and make HTTP, network, JSON, and CSV failures return a nonzero exit status.
