A Lost Motorcycle Helmet And Thoughts About a Safe Road

Friends, have any of you accidentally lost a motorcycle helmet? I saw him in the spring while walking around the city of Makariev, on my way to the Unzha River crossing.

It's a pretty good working helmet. It was lying on the road, and I put it on the side of the road so that it wouldn't interfere with any passing cars.
3 days ago, I was in this place again. Of course, I no longer had a helmet, but this time I met a car there, which slid into a ditch with its right front wheel and blocked the road. There is a stream running there, and a pipe is laid under the road. This place needs to be made safer.
I pulled the car out onto the road using a tow rope. But I still have questions. There are a lot of cars driving along this sandy road to the ferry, and I saw 2 heavy logging trucks. Why is the road so unequipped? I know the answer... it needs money, which, as always, is not available.
