Now Phoenix Prime has an hourly/daily/weekly leaderboard [burnsteem100]

It's not fast, but it works (or at least, it seems to).

Steem account holders can gain a spot on the leaderboard by promoting their posts or by burning STEEM.

Caveat: All the calculations are by Cline, and I have not verified them yet. I'm still exploring the concept/possibilities before I drill down to those details.
